What is the role of the specifier
The role of the Specifier is to collate the specification and transfer the design outputs to the Work Specific Requirements (WSR) (see GP 110, 1.6).
GP 110 clarifies what specifiers do. The specifier shall:
- Select the relevant Works Specific Requirements (WSR): for each IfS document there is a WSR references section that lists all the WSRs referenced by the associated SHW document.
- Complete all WSRs referenced in the SHW that are relevant to the specific contract works (i.e. not include WSRs that are not relevant to the specific contract works) using the design outputs generated through the design process according to relevant DMRB documents.
- Compile the WSRs using the WSR templates.
- Delete worksheet tabs for individual WSR templates where not appropriate in the specific contract works.
- Clarify purpose of individual requirements on each worksheet tab of the WSR template, including a clarification as to whether it is a cancelled, substitute or additional requirement, or a non-applicable requirement (this is to provide a further clarification to leaving content blank).
- Apply the same WSR to multiple elements as appropriate for the individual works.
- Record and detail any cancelled requirement (CR), substitute requirement (SR) and additional requirement (AR) coming from departures from standards on the dedicated departures sheet within each WSR template.
- Draft AR and SR in a style that is closely consistent with the SHW and the IfS documents.
What constitutes a departure
- Re-writing the specification requirements / WSRs
- Cancelling requirements / WSRs
- Substituting requirements / WSRs
- Adding requirements / WSRs
- Merging requirements leading to changes to the specification (this may not be contractually sound and there could be unintended consequences due to misinterpretation of the generic requirements)
